Who We Are

Steven Andrews Engineering (SAE) is a civil/water resources and wastewater engineering Orange County consulting firm.  Founded in 1989, SAE has grown to specialize in the design of public and private water and wastewater facilities.

Principal Involvement

Mr. Andrews is the Project Manager for all projects and is responsible for the day to day management, working with Client personnel and other appropriate agencies throughout the project.  Due to the smaller size of the company, all work is completed by personnel with a minimum of 20 years’ experience and directly supervised by him; therefore, the work is completed efficiently and effectively.

SAE looks forward to pursuing the opportunities through Southern California, while satisfying the demands and challenges our Clients face in order to attain their goals.

The experience of the SAE professional staff encompasses a wide variety of water and wastewater projects.  The following staff members are responsible for the success and professionalism of Steven Andrews Engineering:

Steven R. Andrews, P.E., Project Manager

Mr. Andrews, is a Registered Civil Engineer and President of Steven Andrews Engineering and has 43 years of experience in the master planning, design, permitting and construction of wastewater systems and water systems for municipalities, water and sanitation districts.  He has provided master planning and project management services for many Southern California water and wastewater agencies, such as the Orange County Water District, Irvine Ranch Water District, Moulton Niguel Water District, Trabuco Canyon Water District, East Valley Water District, Yucaipa Valley Water District, Yorba Linda Water District, Laguna Beach Water District, and the Cities of Chino, Chino Hills, Long Beach, Huntington Beach, Brawley, Corona and Placentia.  As a consultant, Mr. Andrews has been District Engineer for the El Toro Water District and the Trabuco Canyon Water District and is currently District Engineer for Marygold Mutual Water Company and Walnut Park Mutual Water Company.  View Resume

Peter A. Heye, P.E., Senior Engineer

Mr. Heye, is a Registered Civil Engineer and Project Manager with over 42 years of experience in master planning, design, permitting and construction of wastewater lift stations, wastewater treatment plants, wastewater reclamation plants, sewer force mains, gravity sewers mains, groundwater supply, water treatment plants, water pipelines, water storage reservoirs; preparation of master water supply plans, and water reuse systems for private developments and governmental agencies.  He is also a Registered Civil Engineer for the State of Nebraska. Carlos A. Ramirez, M.S., Senior Engineer

Mr. Ramirez is a Senior Engineer with over 21 years of experience in the design of civil, water and wastewater systems, research and development, planning of public utility infrastructure,  groundwater and soil remediation, and technical report preparation. Responsibilities as a Senior Engineer include design of wastewater lift stations, water treatment plants, water storage reservoirs, water pipelines, sewer force mains, gravity sewer mains, mechanical component of pumping systems, domestic water wells, wastewater collection system conditioning assessment and rehabilitation, Hydraulic and Computer Modeling of water and wastewater systems.  He also provides Master Planning and Construction Management services for all types of water and wastewater facilities for clients in both the public and private sectors. View Resume

Jean Andrews, Accounting/Marketing/Office Admin

Mrs. Andrews is responsible for Marketing, Accounting Business Development, and Office Administration. She is also a licensed real estate agent on a part time basis. Working alongside the engineering staff, Mrs. Andrews is poised with providing top quality products. She works hand in hand with Mr. Andrews to promote the Company and keep our clients satisfied. She is a key part of the overall SAE team.

In addition, SAE can accommodate individual project staffing requirements by utilizing in-house expertise or building a project team of SAE consultants recognized in their field for outstanding project performance.  SAE uses a network of experienced professional consultants to provide engineering support in specialties such as architectural, structural, electrical, instrumentation and control systems engineering, and Landscape Engineering.  This flexible staffing approach minimizes project costs and improves work efficiency.  SAE’s network of experienced principals ensures all projects are completed in a cost-effective, efficient and effective manner.
